Chief Executive Officer, Gold Coast Health Plan
Dale Villani is the chief executive officer (CEO) at Gold Coast Health Plan (GCHP). As CEO, Mr. Villani is responsible for all aspects of the Plan’s operations including Board, regulatory and community relations. Under the administrative direction of the Ventura County Medi-Cal Managed Care Commission (VCMMCC), Mr. Villani is tasked with ensuring that the Plan fulfills its mission and meets all annual goals, objectives and financial targets – namely, providing access to quality health care to the Plan’s members and delivering it in a cost-effective manner.
Mr. Villani joins the Plan with more than 34 years of operations experience managing large health care and business transactions. Prior to joining GCHP in June 2015, Villani served as the chief operating officer (COO) at Aetna, Magellan Health Services and, most recently, Arizona Priority Care. There, he managed the health of more than 12,000 members through a network of 1,200 physicians, clinics, hospitals and ancillary service providers. He was directly responsible for network management, customer service, human relations, marketing, IT, claims and finance.
Mr. Villani earned a Bachelor of Science in Health Services Administration from the University of Nebraska and a Master of Business Administration from Pennsylvania State University. He also served in the U.S. Air Force Medical Service Corps for two decades and retired with the rank of lieutenant colonel.
Chief Operating Officer, Gold Coast Health Plan
Ruth Watson is the chief operating officer (COO) at Gold Coast Health Plan (GCHP). In her role, Ms. Watson is responsible for the execution of GCHP’s strategic objectives across all operational and organizational divisions, as well as managing major plan initiatives and leading GCHP’s business strategy and operational review activities.
Ms. Watson has more than 20 years of executive management experience driving enterprise wide execution of commercial, Medicare and Medi-Cal operations management. Prior to joining GCHP in June 2013, Ms. Watson served for six years as CalOptima’s Executive Director, Operations where she was responsible for the oversight of daily operations and process improvement of a number of departments including Claims Administration, Customer Service, Provider Operations, Business Continuity and Compliance.
Ms. Watson received a Bachelor of Science in Speech Pathology and Audiology from Boston University and a Masters in Instructional Design/Human Resource Development from the University of Massachusetts, Boston.
Chief Financial Officer, Gold Coast Health Plan
Patricia Mowlavi is the chief financial officer (CFO) at Gold Coast Health Plan (GCHP). Ms. Mowlavi is responsible for overseeing all fiscal responsibilities for the Plan and assessing its performance against both the annual budget and the long-term strategy.
Ms. Mowlavi joined GCHP in July 2015 with more than 20 years of experience in managed care. She worked for seven years as the senior director of accounting and financial services at L.A. Care Health Plan, the nation’s largest publicly operated health plan. Prior to her work there, Ms. Mowlavi spent nearly 10 years as the finance director of Blue Shield of California in Woodland Hills, where she managed $300 million in annual payments to providers. She worked for CareAmerica Health Plans for four years before its 1998 merger with Blue Shield.
Ms. Mowlavi received a Bachelor of Arts in Economics from the University of Washington and a Master of Business Administration from California Lutheran University.
Chief Information and Strategy Officer
Melissa Scrymgeour is the chief information officer (CIO) at Gold Coast Health Plan (GCHP). Ms. Scrymgeour joined GCHP in November 2012 and is responsible for all technology functions across the Plan, including IT strategy, system support, infrastructure, IT governance, security and portfolio management.
Prior to joining GCHP, Ms. Scrymgeour served as an IT account executive for Health Net, responsible for IT portfolio planning, oversight and delivery for the Plan’s largest book of business. During her 15-year tenure with the company, Ms. Scrymgeour held progressive business and IT roles supporting enterprise operational, medical management and sales systems for both commercial and senior product lines. At Harbor Freight Tools, she served as the director of IT solutions delivery where she was responsible for business-IT alignment, application strategy, development, delivery and portfolio management.
Ms. Scrymgeour earned a Bachelor of Arts in Mass Communications from Louisiana State University.
C. Albert Reeves, MD
Chief Medical Officer, Gold Coast Health Plan
C. Albert Reeves, MD is the chief medical officer (CMO) at Gold Coast Health Plan (GCHP). Dr. Reeves joined GCHP in 2014 and is responsible for providing the Plan with the strategic direction and oversight of its medical programs. He provides medical leadership and management in the areas of Quality Improvements (QI), Utilization Management (UM), Pharmacy Benefits, Care Management and Health Education.
Prior to joining GCHP, Dr. Reeves served as medical director of the Ventura County Health Care Plan (VCHCP), a service-oriented, County-sponsored health maintenance organization (HMO) offering affordable health care services for County employees and their dependents. For more than 25 years, Dr. Reeves practiced as a family physician, providing primary care to patients. He served for three years as chief of staff of Dignity Health’s St. John's Pleasant Valley Hospital in Camarillo, Calif.
Dr. Reeves earned a Bachelor of Arts from the University of California, Berkeley, a Doctor of Pharmacy degree from the University of California, San Francisco and his Medical Degree from the University of California, Los Angeles.
Nancy R. Wharfield, MD
Associate Chief Medical Officer, Gold Coast Health Plan
Nancy R. Wharfield is the associate chief medical officer at GCHP. Dr. Wharfield joined the Plan in 2011 and is responsible for supporting the chief medical officer in assuring that the utilization and delivery of quality medical services is provided to members based on medical necessity. Dr. Wharfield oversees the health services functional area with a focus on provider relations and communications and developing collaborative relationships with the medical community and similar health plans.
Prior to joining GCHP, Dr. Wharfield served as physician executive at CenCal Health, where she was responsible for utilization management, case review and policy and guideline development. At WellPoint, Inc., she served as a physician advisor and worked on all state-sponsored business including Medi-Cal.
Dr. Wharfield earned a Bachelor of Arts in Sociology from the University of California at Santa Barbara and her Medical Degree from the University of California, Los Angeles.
Douglas C. Freeman
Chief Diversity Officer
Douglas C. Freeman is the Chief Diversity Officer (CDO) at Gold Coast Health Plan (GCHP). As CDO, Mr. Freeman is responsible for all aspects of the Plan’s diversity initiative. Under the administrative direction of the Ventura County Medi-Cal Managed Care Commission (VCMMCC), Mr. Freeman is tasked with ensuring that the Plan offers a workplace characterized by a culture of inclusion, engagement and high performance, and that the organization reflects the member community that it serves.
Mr. Freeman joins the Plan with more than 17 years of Diversity and Inclusion (D&I) management consulting experience for some of the world’s leading organizations, including locally- Mattel, Panda, Southern California Edison, Live Nation and the Walt Disney Company. Prior to joining GCHP in March 2017, Mr. Freeman served as the Managing Partner of Virtcom Consulting, a global diversity consultancy in New York. In that role, Freeman founded the World Diversity Leadership Summit, which from 2004 to 2016 trained more than 3,500 executives to become diversity innovators.
Mr. Freeman earned a Bachelor of Arts in Political Science from the University of California at Berkeley and a Master of Public Policy focused on International Trade and Finance from the John F. Kennedy School of Government at Harvard University.
Scott H. Campbell
Scott H. Campbell is a partner in the Municipal Law and Special Districts practice groups of Best Best & Krieger LLP in the firm’s Los Angeles office. For over 25 years, his practice has concentrated on municipal and public entity representation, construction management and litigation.
In addition to serving as GCHP’s general counsel, Mr. Campbell currently serves as city attorney for the City of Avalon on Catalina Island. He also serves as general counsel for the Lake Arrowhead Community Services District and is general counsel for the Catalina Island Medical Center.
Mr. Campbell presently serves on the Board of St. Anne’s Maternity Hospital. He is the past President of the Board of Trustees of St. Anne’s Foundation and of the City Attorneys Association of Los Angeles County.
Mr. Campbell graduated magna cum laude and earned a Bachelor of Arts from the University of California, Berkeley and a Juris Doctor degree from University of California, Los Angeles.
