Chief Executive Officer, Gold Coast Health Plan
Dale Villani is the chief executive officer (CEO) at Gold Coast Health Plan (GCHP). As CEO, Mr. Villani is responsible for all aspects of the Plan’s operations including Board, regulatory and community relations. Under the administrative direction of the Ventura County Medi-Cal Managed Care Commission (VCMMCC), Mr. Villani is tasked with ensuring that the Plan fulfills its mission and meets all annual goals, objectives and financial targets – namely, providing access to quality health care to the Plan’s members and delivering it in a cost-effective manner.
Mr. Villani joins the Plan with more than 34 years of operations experience managing large health care and business transactions. Prior to joining GCHP in June 2015, Villani served as the chief operating officer (COO) at Aetna, Magellan Health Services and, most recently, Arizona Priority Care. There, he managed the health of more than 12,000 members through a network of 1,200 physicians, clinics, hospitals and ancillary service providers. He was directly responsible for network management, customer service, human relations, marketing, IT, claims and finance.
Mr. Villani earned a Bachelor of Science in Health Services Administration from the University of Nebraska and a Master of Business Administration from Pennsylvania State University. He also served in the U.S. Air Force Medical Service Corps for two decades and retired with the rank of lieutenant colonel.
Chief Operating Officer, Gold Coast Health Plan
Ruth Watson is the chief operating officer (COO) at Gold Coast Health Plan (GCHP). In her role, Ms. Watson is responsible for the execution of GCHP’s strategic objectives across all operational and organizational divisions, as well as managing major plan initiatives and leading GCHP’s business strategy and operational review activities.
Ms. Watson has more than 20 years of executive management experience driving enterprise wide execution of commercial, Medicare and Medi-Cal operations management. Prior to joining GCHP in June 2013, Ms. Watson served for six years as CalOptima’s Executive Director, Operations where she was responsible for the oversight of daily operations and process improvement of a number of departments including Claims Administration, Customer Service, Provider Operations, Business Continuity and Compliance.
Ms. Watson received a Bachelor of Science in Speech Pathology and Audiology from Boston University and a Masters in Instructional Design/Human Resource Development from the University of Massachusetts, Boston.
Lyndon A. Turner
Interim Chief Financial Officer, Gold Coast Health Plan
Lyndon Turner is the interim chief financial officer (CFO) at Gold Coast Health Plan (GCHP). Mr. Turner is responsible for overseeing all fiscal responsibilities for the Plan and assessing its performance against both the annual budget and the long-term strategy.
Mr. Turner joined GCHP in October 2011 with more than 30 years of combined experience in managed care, corporate finance and financial reporting. For six years, he has served as the Plan’s senior financial director, where he was responsible for supporting the executive management team in the conversion of strategic initiatives and tactical plans into quantifiable financial results.
Prior to joining GCHP, he worked for five years as the vice president of finance for Care Level Management, a home health care program for chronically ill elderly patients. Mr. Turner also has held management-level positions at WellPoint Health Networks, Aetna and Prudential HealthCare.
Mr. Turner earned a Bachelor of Science in Business Administration and Accounting from California State University, Northridge and a Master of Business Administration from California Lutheran University.
Chief Administrative Officer
Melissa Scrymgeour is the chief administrative officer (CAO) at Gold Coast Health Plan (GCHP). In her role, Ms. Scrymgeour is responsible for oversight of GCHP’s strategic planning process, including government and external affairs, as well as enterprise technology, portfolio management, and reporting and analytics functions.
Ms. Scrymgeour has more than 17 years of managed care experience leading the planning and delivery of strategic initiatives across commercial, Medicare, and Medi-Cal product lines.
Prior to joining GCHP, Ms. Scrymgeour served as an IT account executive for Health Net, responsible for IT portfolio planning, oversight and delivery of the company’s largest book of business. During her 15-year tenure with Health Net, Ms. Scrymgeour held progressive business and IT leadership roles supporting enterprise operational functions. At Harbor Freight Tools, she served as the director of IT solutions delivery where she was responsible for business-IT alignment, application strategy, development, delivery and portfolio management.
Ms. Scrymgeour earned a Bachelor of Arts in Mass Communications from Louisiana State University.
Nancy R. Wharfield, MD
Chief Medical Officer, Gold Coast Health Plan
Nancy R. Wharfield, MD is the chief medical officer (CMO) at Gold Coast Health Plan (GCHP). Dr. Wharfield joined GCHP in 2011 and is responsible for providing the Plan with the strategic direction, oversight and evaluation of its medical programs. She provides medical leadership and management in the areas of quality improvement, utilization management, pharmacy benefits, care management, disease management and health education.
Prior to joining GCHP, Dr. Wharfield served as physician executive at CenCal Health, where she was responsible for utilization management, case review and policy and guideline development. At WellPoint, Inc., she served as a physician advisor and worked on all state-sponsored business including Medi-Cal.
Dr. Wharfield earned a Bachelor of Arts in Sociology from the University of California at Santa Barbara and her Medical Degree from the University of California, Los Angeles.
Chief Diversity Officer, Gold Coast Health Plan
Theodore Bagley is the chief diversity officer (CDO) at Gold Coast Health Plan (GCHP). Mr. Bagley is responsible for all aspects of the Plan’s diversity initiative. Under the administrative direction of the Ventura County Medi-Cal Managed Care Commission (VCMMCC), Mr. Bagley is tasked with ensuring that the Plan offers a workplace that is characterized by a culture of inclusion, engagement and high performance.
Mr. Bagley recently retired as vice president of human resources for Amgen Inc. He has served in executive management positions in the Human Resource Departments for Dell Computers and for 25 years with the General Electric Company. Currently, Bagley serves on the foundation boards of California State University, Channel Islands and Gold Coast Veterans and is a past board member of the Moorpark College Foundation. He is a former member of the Presidents Circle for the Big Brothers and Big Sisters Organization.
Mr. Bagley earned a Bachelor of Science in Business Administration from Franklin University in Ohio and a Master of Education and Counseling from North Carolina Central University.
Scott H. Campbell
Scott H. Campbell is a partner in the Municipal Law and Special Districts practice groups of Best Best & Krieger LLP in the firm’s Los Angeles office. For over 25 years, his practice has concentrated on municipal and public entity representation, construction management and litigation.
In addition to serving as GCHP’s general counsel, Mr. Campbell currently serves as city attorney for the City of Avalon on Catalina Island. He also serves as general counsel for the Lake Arrowhead Community Services District and is general counsel for the Catalina Island Medical Center.
Mr. Campbell presently serves on the Board of St. Anne’s Maternity Hospital. He is the past President of the Board of Trustees of St. Anne’s Foundation and of the City Attorneys Association of Los Angeles County.
Mr. Campbell graduated magna cum laude and earned a Bachelor of Arts from the University of California, Berkeley and a Juris Doctor degree from University of California, Los Angeles.
